Tom O'Donnell

Tom O'Donnell

Chief Executive Officer

Tom O’Donnell leads Long O Donnell with a clear focus: delivering complex projects and programmes across the energy and infrastructure sectors. He works closely with both clients and investors, ensuring projects are executed with precision, clarity and strong commercial discipline.

Under Tom’s leadership, Long O Donnell provides a comprehensive delivery model spanning design, engineering, project services, project controls, commercial and contractual governance, and the achievement of the highest QHSE standards. His approach is grounded in structured oversight, clear accountability and practical problem-solving.

Tom is an active member of the Royal Institution of Chartered Surveyors (RICS), where he is committed to broadening the institution’s engagement within the infrastructure sector and supporting the continued development of the profession. He is also a member of the Pipeline Industries Guild, reflecting his strong involvement in the pipeline and utilities community.

Beyond his professional commitments, Tom supports a number of charitable initiatives and believes in giving back wherever possible.

Known for his leadership style, Tom is particularly skilled at asking the right questions — encouraging teams and stakeholders to think critically, challenge assumptions and arrive at well-considered solutions. This thoughtful, enabling approach underpins both his management philosophy and the culture at Long O Donnell.

Daniel Moss

Daniel Moss

Proposals Manager

Daniel leads the bid and tender process at Long O Donnell, managing submissions from initial opportunity through to completion. As the commercial engine of the business, he plays a key role in generating new opportunities across both regulated and unregulated markets, ensuring the company’s proposals are competitive, compliant and strategically aligned.

With over 15 years’ industry experience, Daniel has progressed through project engineering, estimating and project controls roles before specialising in tendering and proposals. His background gives him a strong technical and commercial foundation, enabling him to build robust, well-informed submissions that stand up to scrutiny and deliver real value.

Daniel combines sharp commercial awareness with a collaborative approach, working closely with operational teams to translate technical capability into compelling bids. His attention to detail and ability to navigate complex tender requirements make him a trusted lead throughout the bidding lifecycle.

Mark Jackson

Mark Jackson

Director of Infrastructure

Mark is a Chartered Civil Engineer and senior commercial leader with over 30 years’ experience advising regulated utilities, water companies, and major infrastructure organisations on capital investment strategy, commercial governance, procurement frameworks, and programme performance across the UK and Ireland.

 

Recognised for strengthening commercial capability across large-scale infrastructure programmes by aligning commercial strategy, governance, procurement, and delivery operation, he brings a strong track record in shaping commercial operating models, embedding governance frameworks, and improving programme performance across complex capital investment portfolios. Mark operates at programme, portfolio, and executive advisory level, supporting leadership teams and boards with clear insight on investment strategy, delivery risk, supply chain capability, and commercial performance. He has extensive experience developing procurement strategies, contract frameworks, and supplier engagement models that enhance collaboration, delivery certainty, and long-term value across infrastructure supply chains and has supported organisations in modernising commercial functions by implementing consistent governance processes, performance reporting frameworks, and commercial management tools across multi-programme portfolios.

 

Throughout a career spanning consultancy and client-side advisory roles, Mark has contributed to utility infrastructure, waste management, flood defence, navigation, regeneration initiatives, water resources and maritime projects, covering the full lifecycle from feasibility and appraisal through to construction, refurbishment and long-term asset maintenance programmes. He is a collaborative and strategic leader who builds trusted relationships across executive teams, delivery organisations, and supply chains, translating complex commercial and technical challenges into clear strategies that support successful programme delivery. Mark is a member of the Institution of Civil Engineers (ICE) and a CSCS Professionally Qualified Person, reflecting his commitment to the highest professional standards.

 

Outside of work, Mark enjoys playing football, tennis and exploring new destinations and enjoying good food.

Michele Thurston

Michele Thurston

Operations Manager & Accountant

Michele is a well-established member of the team who has been with the business for 17 years and brings more than 25 years of experience across finance and commercial roles. Her ability to manage complex responsibilities while maintaining exceptional attention to detail makes her one of the key pillars of Long O Donnell’s ongoing success.

 

During her time with Long O Donnell Associates Limited, Michele has developed extensive expertise in quality assurance, information management systems and data reporting. Her development and progression to the position of General Operations Manager reflects the instrumental role she plays in the company’s stability, supported by her deep knowledge of accounts, reporting and operational management, and her commitment to ensuring the business remains compliant with a range of quality standards.

Highly organised, solutions-focused and commercially astute, Michele combines technical expertise with practical leadership.

 

Outside of work, Michele enjoys travelling, exploring new countries and maintaining an active lifestyle through regular gym sessions and Pilates.

Eamonn Sweetman

Eamonn Sweetman

Director

Eamonn is a Chartered Engineer and highly experienced senior manager who has worked for over 35  years in the construction industry across Ireland and the UK.

His roles have included design and management positions on a wide range of projects including residential and commercial development, transportation, flood alleviation, water services and other utilities.  Eamonn brings a strong commercial mindset to  the Long O Donnell project portfolio and is widely recognised as a subject matter expert in  both public procurement and many forms of construction contract. He possesses a deep knowledge of the  legislative and regulatory framework for major infrastructure projects in Ireland and provides commercial oversight  and advice in relation to several of the largest projects currently underway in the country including the  Celtic Interconnector, the Strategic Gas Emergency Reserve and the Water Supply Project Eastern and Midlands Region.

 

In addition to leading  the Long O Donnell team in Ireland, Eamonn provides specialist procurement advice to multiple state agencies and public bodies including the Housing Agency, the Office of Public Works,  Sport Ireland, Inland Fisheries Ireland, the Marine Institute and many more.  He also has a keen interest in dispute resolution and has recently assisted clients in successful Conciliation procedures on public works contracts. When not working, Eamonn enjoys outdoor pursuits including mountain biking and endurance events.

Paul Booth

Operations Manager

Paul Booth is a seasoned Operations Manager with over 15 years’ experience, responsible for implementing ISO standards, and the people and projects function across Long O Donnell.

He focuses on developing and streamlining processes and procedures, ensuring teams operate efficiently, and introducing digital solutions where possible to enhance performance.

Highly organised and solutions-focused, Paul thrives on improving operational workflows and implementing best practice across all areas of the function. He provides guidance and oversight for employee relations, team management, and project processes, ensuring consistency, clarity, and effectiveness throughout the organisation.

Calm under pressure and decisive in his approach, Paul combines strong operational expertise with a commitment to continuous improvement, supporting both people and projects to operate smoothly and efficiently.
