United Utilities operates the electricity distribution network in North West England and distributes electricity to customers' homes on behalf of the supply companies and manages and operates 58,000 kilometres of cables, 66 grid substations, 363 primary sub stations and 32,000 transforming points, delivering 24,000 gigawatt hours of electricity annually to some 2.2million domestic and industrial customers.

Both underground cables and overhead lines are utilised to distribute electricity. Underground cables supply dense urban areas, a mix of underground cables and overhead lines is used typically for smaller towns and semi-urban areas whereas rural areas are predominantly supplied by overhead lines.

The network covers a diverse range of terrain and customer mix from isolated farms in Cumbria to areas of heavy industry and dense urban population in Manchester. Despite the large areas of countryside within the North West, approximately 75% of the network is underground.

United Utilities had a requirement for Professional Engineering Consultancy Services to support them in their delivery of the capital investment programme.

The work is for Project Site Support to carry out project engineering support throughout the North West as requested by the Company on their 132kV, 33kV and HV systems.

Project Site Support - Works Package 6B

Duties included:

Support to the UU Project Manager during the construction, installation, commissioning and closedown phases of 132kV, 33kV and HV cable, overhead line and substation projects on the Grid & Primary network, including:

  • Co-ordination and supervision of site based works.
  • Co-ordination of quality control and assurance systems of site based works.
  • Management of CDM Regulations (2007) from project receipt to close down including CDM Co-ordinator role.
  • Site based liaison with third parties, including client organisation, National Grid Electricity Transmission, developers and existing customers?

Project Cost Control – Works Package 6C

Provision of project and contract cost and financial control consultancy services.

Duties included:

a) Pre-contract activities include but are not limited to the following:

  • Estimating for optioneering and other purposes.
  • Working via the Company’s Procurement department performing general procurement activities.
  • Specification writing and/or reviewing.
  • Miscellaneous other as discussed by the Project Manager (or his Delegated Representative).

b) Post contract activities include but are not limited to the following:

Contract administration: variations documentation, attending meetings, reporting on the progress.
