We are recruiting for an experienced Procurement Officer / Consultant to join our team. Within this role, you will be supporting a number of public and private sector clients with their procurement processed from establishing the procurement objectives and route/strategy through to putting together the tender review panel, reporting on their decisions and informing the winning/losing suppliers as appropriate. This role would be ideal for a mid-level Procurement Officer looking for a new challenge or an experienced Junior Procurement Officer looking for the next step in their career.

About the Opportunity

As a Procurement Officer you will be supporting the procurement function of public and private sector clients across numerous categories while ensuring both national and EU legislations are adhered to.  Your role will include but is not limited to:

  • Agreeing procurement and project budgets.
  • Establishing procurement objectives with the end client.
  • Establishing and agreeing on procurement routes and strategy.
  • Preparing / agreeing pre-qualification requirements.
  • Assisting in the development of specifications.
  • Define tender documentation e.g. terms and conditions.
  • Advertising the tender opportunities in line with procurement policies and procedures and national/EU legislation (OJEU).
  • Establishing and agreeing the assessment criteria’s i.e. qualitative selection, economic and financial standing and technical and professional ability.
  • Selecting the award criteria and weighting of technical value against the price.
  • Preparing and publishing the pre-qualification requirements.
  • Liaising with suppliers and client representatives to answer queries/clarifications.
  • Organising the tender review panel and collating responses in advance of the evaluation meetings.
  • Collating tender responses in advance of the evaluations and assist the client with PQQ and ITT evaluations.
  • Reporting on the recommendations and findings of the tender evaluation.
  • Notifying the winning and losing suppliers in a timely manner.
  • Assisting with the collation of final contract documentation e.g. contract for extension, contract for execution etc.

Location: Dublin - This role will involve travel to client sites as required.

Salary: Negotiable depending on experience

The Candidate

As a Procurement Officer you will be required to demonstrate an understanding of the procurement function and supporting client teams throughout the whole procurement process. Specifically, you should have previous experience in:

  • Working to national and EU procurement legislation.
  • Advertising tenders through TED online and other procurement platforms.
  • Determining the most appropriate procurement approach.
  • Preparing PQQ and ITT documents.
  • eTenders experience.
  • Responding  to clarification questions.
  • Evaluating tender submissions.
  • Providing contract award recommendations to Contracting Authorities.
  • Managing the end to end formal tender process.
  • Applying a whole life costing approach to ensure value for money.
