Long O Donnell are recruiting for a Cost Control Engineer to provide timely and accurate Cost Management information to the Project Manager and the project team as a whole.

Within this role main deliverables to be produced and maintained on a weekly, bi-weekly and monthly basis will be the Master Project Cost Report, Change Management Log, Contingency draw down log and curves, Project Cash Flow projections, Project Forecasts and ongoing cost trends. As the Cost Control Engineer you will liaise directly with the Project Finance team and will provide Forecast outturn costs and accruals information to the Project Finance Department and the project team on a regular basis.

Experience of working on large scale capital investment projects through the various stage gates of the project lifecycle and approvals process will be a distinct advantage.

About the Opportunity.

Reporting to the Project Controls Manager, you will:

  • Provide input to the development of the Project Controls – Cost Management Plan.
  • Coordinate and monitor cost engineering activities to ensure availability of timely, accurate cost information, and forecasts via the client system tools and processes.
  • Facilitate cost management updates at weekly project team meetings.
  • Input or update budget information, expenditure information, and forecasts into the cost reporting system(s).
  • Develop and process changes in the change management system. This may require interface with all project stakeholders.
  • Complete earned value analysis based on input from project leads and recommend corrective actions where negative trends are emerging.
  • Track and log all approved and proposed Project Changes and incorporate in to the Master Project Cost Report.
  • Track and monitor contingency draw downs and make recommendations as required.
  • Facilitate and drive cost trending meetings and analysis.
  • Identify, define, measure and track efficiencies across the suite of portfolios.
  • Record financial transactions on the Financial Systems in an accurate and timely manner including working with other stakeholders to ensure the correct treatment of contracts, changes and invoices.
  • Establish a process to ensure all internal payroll time to be recorded against the projects is done so in a timely manner.
  • Work with Project Managers to correctly identify accrual requirements where information or documentation has not yet been recorded on the system.
  • Play a key role in the relationship with Financial Control team to identify and explain variances and other exceptions.
  • Support the Project Managers in the drafting of financial information for approval papers.
  • Capture of information required for Capital Allowances purposes.
  • Support Financial Control team in preparing information for capitalisation purposes.
  • Support Project Managers in the development of project budgets and forecasts.

The Candidate.

To be considered for this Cost Control Engineer role, you will have:

  • Strong experience working within a Cost Management function on large scale capital investment projects.
  • A degree (or equivalent) in Construction Management, Engineering, Surveying or equivalent years’ experience working as a Project Controls Engineer or Cost Control Engineer.
  • Chartered Status in Engineering, Quantity Surveying or member of a professional body or working towards chartered status.
  • High Proficiency and understanding of design, procurement, and construction management services processes and their inherent cost performance risks is required.
  • Familiarity with the Operating Procedures for Project Controls & Cost Management functions.
  • Knowledge and understanding of the scope of works for large capital investment projects.
  • Able to communicate effectively with project management teams, other project leads, and all project stakeholders as required.
  • Ability to work on one’s own initiative and seek direction from Project Manager as required.
  • Work in conjunction with Major Project PMO to create and deliver A “Best in Class” Project Controls Function on Major Projects.
  • Exceptional planning and organizational skills are required.
